Hello Everyone. This is the 17th East District newsletter for
2002.
Residential Burglaries
- 800 Twin Pines Dr. on 11/22/02 overnight. Garage entered thru unlocked
window. Nothing taken.
- 800 Twin Pines Dr. on 11/22/02 overnight. Entry thru patio door. Wallet
taken.
- Waywood Ct. on 11/22/02 overnight. Exterior garage door forced open;
entered home thru interior garage to home door. Sony Play Station, laptop
case, purse and video games taken. Purse (wallet removed) and checkbook
recovered in backyard.
- Attempted at Cottonwood Cir on 11/22/02 overnight. 3" cut in patio door screen and
scratches found around lock to garage door. No entry made.
- Attempted at Cottonwood Cir on 11/22/02 overnight. Res. found 3" cut to patio screen
door and found ajar.
- Attempted at Cottonwood Cir on 11/23/02 at 2:45am. Resident was awakened
by noise that caused dog to bark. Resident observed figure 6'+, possibly
wearing hooded sweatshirt, walking between houses on Wynwood
Cir. Scratches were observed around garage door lock.
- Attempted at 5100 Oak Valley Dr. 11/23-24. Screen patio
door locking mechanism and screen damaged.
- Prowler at 100 Leon St. on 11/24/02 at 11:50pm. Resident observed
white male looking in bedroom window at her. He fled when she saw him. No
further description.
- 1200 S. Thompson Dr. on 11/26 between
4:15p-5p., Doors left unlocked, play station, dvd player, misc. taken.
- 300 N. Thompson Dr. on 11/30/02 at 7-8:30am. Entry through
unlocked patio door; Sony Play station taken from living room.
Commercial Burglaries
- Movie Gallery at 4672 Cottage Grove
Rd. 11/15 at 1:45am. Officers responded to
alarm. Found front door broken out.
- Motor Home at 713 Walsh Rd. (AAA Storage) between
11/25/02-12/1/02. Motor home kept in storage entered by breaking out
window. Door also had damage from attempt to pry open. Nothing
taken.
Thefts
- Prowler at 4900 Goldfinch Dr. on 11/28/02 at 1:50am. Resident of area
reported seeing 2 male subjects looking into cars
- Theft from auto at 200 N. Thompson Dr. on 11/28/02 between 4-8:30am. Window smashed out;
100 CD's, Sony amplifier, Sony CD stereo, and cash taken.
Damage to Property
- Damage to Auto at 3200 Burke Ave on 11/6/02. Tire slashed.
- Damage to autos at 500 Miller Ave. on 11/9/02 around 11pm.
Citizen reported observing a late '80's to early '90's, small to mid-size,
white "Maxima style" vehicle, (license plate poss. beginning w/
an "S") drive through area with what she believed to be a BB gun
sticking out of the window shooting at parked cars. Several damaged vehicles
were located in area.
- Damage to Auto at 100 Corry St. on 11/12/02 overnight. Rock thrown thru car window.
- Damage to Auto at 1700 Woodvale Dr. on 11/15/02. Vehicle appeared shot out w/ BB.
- Damage to vehicles: Juveniles throwing
rocks onto vehicles off bridge over 100 S. Stoughton Rd. on 11/25/02 at approx. 12 midnight.
- Damaged property at 4500 Stein Ave. on 11/28/02 at 12:35am. Madison Newspaper box
smashed in street.
- Damage to property at St. Dennis Church,
469 Dempsey Rd. on 12/2/02. Side door to school garage structure found
"kicked in". Nothing taken.
Child as a Victim of Domestic Incident
On Nov. 21, several officers
responded to a report of a domestic incident in the East District. A female
reported that her boyfriend had run from the residence with their 1 yr old
child. Officer Tom Parr was able to locate the boyfriend in the fields a short
distance from the residence. Fortunately, a neighbor had seen the man run with
the child, chased after him and alerted officers searching the area. As Off. Parr and Off. Bob Veatch approached the boyfriend,
they noted that the child was wearing nothing but a "onsie"
and a diaper. The temperature was approx. 35 F. When they ordered the boyfriend
to put the child down, the boyfriend placed his arm around the child's neck and
refused to give them the child. Fearing that the man would injure the child,
Officers Parr and Veatch grabbed his arms, freeing
the child and placed him on his back with the child on top of him. Off. Dana
Cummings grabbed the child and returned her to her mother. Officers Parr and Veatch did an exceptional job of locating and confronting
the
boyfriend. There decisiveness and
fast action probably prevented the child from being injured. Great job to all
the officers involved. Thanks to the neighbor who chose to become involved and
came to the aid of his neighbor.
Stolen Autos Recovered
Some of the Atwood Av. area
residents may have noticed several squads respond to the Zion Lutheran Church at the corner of Linden and Division on Friday
afternoon between 1:30p and 2:30p.
Church staff reported
several vehicles parking in its lot with several persons working on the
vehicles. Officer Zuhlke contacted 8 people standing
around 4 vehicles. Due to the number of persons involved, several additional
officers responded to assist. Eventually, 2 detectives and a forensic
investigator responded as well.
Off. Zuhlke
determined that 3 of the vehicles had been stolen from 2 different car lots.
One of the vehicles had been stolen a week earlier but the dealership didn't
know it was missing until the officer called to inquire about it. One of the
people Off. Zuhlke contacted
was arrested at the scene. The remaining people, mostly juveniles, were
identified and released because we could not prove that they knew anything
about the cars being stolen. Two other suspects have been identified but not
located yet.
The reason this happened in
the Zion Lutheran Church lot is because one of the involved
people was staying with a friend who lived in the area. I don't anticipate that
the problem will re-occur. It does not appear that any residents or children were
in danger, as the persons were only interested in working on the cars and eventually
moving them from the area. The staff at Zion Lutheran should be commended for
being attentive to the activity and calling us as right away.
Woman attacked on Fair Oaks
The incident occurred in the
area of S. Fair Oaks St. and Daly Dr. on 11/23/02 between 4am and 5am. A 29 yr old woman was
walking in the area when she was approached from behind and grabbed by the hair
and pulled to the ground. The suspect attempted to drag the woman away from the
street to a secluded area. The woman fought with the suspect. The suspect fled
when the lights of a passing car illuminated them.
The car did not stop. The
suspect is described as: a male, 5'3", muscular and stocky, olive complexion,
dark hair, wearing dk. flannel shirt. The suspect spoke English with a Hispanic
accent and spoke Spanish.
The reason the woman was
walking alone at this hour: Her friends, who were at a bar with her, were
concerned about her driving home. So they took her car keys (with house keys
attached) without telling her and gave them to a bartender. When the woman left
the bar, she was unable to determine the location of her keys and had to walk
to a relative's home because she could not access her car or her house. The bar
was located on Stoughton Rd. The relative lived a few
blocks from the scene of the attack.
Arsons
- 3800 Paus St. on 11/29/02 at 3:05am. We received a call about
a pile of leaves on fire. The caller reported seeing 2 male teens jumping over
the pile of burning leaves then walking away toward Tulane Av. The caller refused
to identify themselves, so we could not get any more details. The Fire Dept.
put out the burning leaves.
- 100 Bradford La. on 11/30/02 at 1:58am. A resident observed
pile of leaves on fire on the terrace. 2 male teens were seen watching the
fire, kicking leaves into fire and taking pictures. They were described as
about 16 and 5'7". One was wearing an orange jumpsuit and one was
wearing a tan jumpsuit. They ran away before police arrived. The Fire
Dept. put out the burning leaves.
Speed Enforcement
- On Nov. 14, 6 traffic officers did speed
enforcement in the 3200 block of Atwood Av. from 9:23a to 10:45a. They
issued 21 speeding citations and 1 citation for Failure to Wear Seatbelt.
The speeds were between 38 and 51 mph in the 25 mph zone. When Off. Washington attempted to stop one
of these speeding cars, the driver pulled over and attempted to run away.
He was captured after a short foot pursuit. Besides the 3 new traffic charges:
Speeding, Improper registration and Driving without
a License, the man had 20 warrants. The warrants were for a variety of charges
from traffic related charges to 1st Degree Reckless Endangering and
Possession of Explosives.

Annual Re-assignment Process
'Tis the season, when we do our annual re-assignment
process.
By contract, every year our officers, sergeants, detectives and special
investigators pick their assignment for the year by seniority.
This week, I will be
assisting with the patrol officer selections. It is a 3 day process. Starting
with the most senior officer; each officer is contacted one by one. The officer
selects his/her shift, beat and day off rotation. There are 181 officers taking
part in this process.
Most of the other
assignments have already been made.
Captains and Lieutenants are
assigned to their positions by the Chief. I am happy to let you know that the
East District Command Staff of Lt. Sandy Theune, Lt. Tom
Snyder and myself, will remain the same for next year.
Sgt. Sue Armagost
and Sgt. Ann Lehner will be staying East next year. Sgt. Tim Peregoy
will replace Sgt. Cindy Mierow on the day shift and
Sgt. Tony Bitterman will be replacing Sgt. Joey Skenandore on the night shift.
Many of our detectives will
remain the same for next year. They are: Tim Hammond (Person crimes), Bob Weyh (Financial Crimes), Deb Plantz
(Person Crimes/Sensitive Crimes), Julie Rortvedt
(Sensitive Crimes), Dave Gouran
(Property Crimes). New to our staff will be: Clare McCoy (School/Juvenile) and
Michelle Riesterer (Property Crimes).
Off. Denise Markham will
continue in the Darbo Neighborhood as the
neighborhood officer.
Off. Anh
Sweeney will be the new LaFollette High School officer, replacing Mary Pat
Chvala.
